Ethopia: Reforming Universities

Project Description

In seeking to overcome poverty by 2015 the Ethiopian Industrial Development Strategy (August 2003) stresses the need for industrial development oriented towards agriculture-led growth, export-led industrialization, and strengthening labour-intensive industries.

Capacity building has been identified as the key factor in achieving this goal. Consequently a strategy for a comprehensive "Engineering Capacity Building Program in Ethiopia (ECBP)" has been developed by the Ethiopian government, represented by the Ministry of Capacity Building (MoCB).

In this context 13 new technical universities were set up by the governent of Ethiopia supported by GtZ requiering a new governance and remuneration system. Gtz assigned denkmodell to elaborate a concept for new governance and remuneration system.

Services of denkmodell®

  • Analysis of the existing university governance (and remuneration) structure (relationship Ministry of Education - University - Faculty - Department) including the Higher Education Proclamation and the Legislations that apply for the Faculties of Technology and Engineering in Ethiopia
  • Identification of the roles and responsibilities relevant for the effective running of the higher education system
  • Definition of roles and responsibilities of the different stakeholders: Ministry of Education - University - Faculty - Department, definition of the degree of autonomy of the different levels, including tasks and duties as well as chains of command, ways of appointment, committees
  • Draft a concept for a university governance structure with special focus on the Faculties of Technology and Engineering, including action plan for implementation
  • Presention the proposal including action plan during a stakeholder meeting
